1 - IN MEMORY OF THE LATE FIRST LADY

Political differences notwithstanding, let me offer my heart-felt condolences once again to YAB Ketua Menteri, and family for their recent bereavement.

By the will of God Allah the Almighty, the late Datuk Amar Laila Taib has migrated to another world more peaceful and tranquil,
“From dust created, to dust we shall be returned.”

What remains are memories. fond memories of the late Datuk Amar Laila in abundance, both of her personal warmth and her dedication to social work. The comfort and encouragement which she brought to sick patients in and out of hospital will be forever cherished in the memory of the patients and their families. Her kindness is a model for all in the caring professions and social work. Her role in the development of medical care of heart patients is well acclaimed.

As we all pray for her peace in the world hereafter, allow me to make a fervent request to the estate of the late First Lady, and I hope it will receive the measured consideration on both sides of the house, politics aside.

I would like to appeal to the estate of the late Datuk Amar Laila to consider making an unprecedented bequeath of the whole or greater part of her considerable assets left behind, equally to educational development through the Sarawak Foundation, and to medical and health services development through the Datuk Amar Laila Foundation. Such a generous donation would inspire the philanthropy of a caring society, and be the everlasting tribute and recognition of the life work of the late First Lady.

2- The Suspension of YB Wong Ho Leng, Member for Bukit Assek

It is with the greatest of regret that the Member for Bukit Assek was suspended for 1 year yesterday under what could be described as the most controversial and adverse of conditions. (SOME PARTS DELETED DUE TO SPEAKER STOPPING ME!)
I salute the Hon Member for Bukit Assek and will wait eagerly for his return to this August House! He is certainly one of the best of the Debaters in this Current House and we will miss his wit and ability to make even You my Dear Speaker run for cover and in search of the Standing Orders to reply to his many challenges!

I will continue to wear black to signify my protest which started out with the happenings in Perak but now is happening in Sarawak, where the BN conscience, quote “has been eaten by the dogs” till the Hon Member for Bukit Assek is returned to this August House!

It is now clear that the BN will make use of its brute majority in this August House to systematically remove the more vocal members from this August House. Yesterday it was Bukit Assek, tomorrow it will be Kota Sentosa, and thereafter who knows who else. You may well succeed, because of your brute majority, but remember, God and the People of Sarawak are watching and they will not forget and forgive you!

3 - PARTI KEADILAN RAKYAT FORGING AHEAD

Along with the nationwide trend, Parti Keadilan Rakyat is forging ahead in Sarawak especially since the last sitting of this house. Whereas I was the lone ranger in this House then, today I am pleased to welcome the ADUN of Ngemah YB Gabriel Adit Demong, who has increased our representation in the house by 100%!

While I also welcome the new YB of Batang Ai to the house, I dare say that had there been a clean electoral machinery, and had there been no money politics, the representative for Batang Ai today would have been Jawah ak Gerang of Pakatan Rakyat, like in the 2-Bukit by-elections in Peninsular Malaysia. We could have swept the 2 Bukits and the 1 Batang By Elections, delivering a 3-0 knockout to the BN!

Tuan Speaker,

The people of Batang Ai are congratulated as being the real victors, winning some RM80 million of development funds; we hope YAB Ketua Menteri will similarly pour RM 70-80 million to each of the rural state constituencies of Sarawak well before the next general elections.

In the meantime, our party through Jawah ak Gerang, will monitor that the unprecedented allocations for Batang Ai are faithfully delivered by the BN government over the next 2 years and it be held accountable for the pledge.

4 - Re-opening of Courthouse and Barracks Roads
There has been serious decline in business suffered by nearby traders following the closure of Courthouse and Barracks Road; for every day the roads are closed, traffic flow is severely impeded and the shopkeepers are suffering losses! How long more does the government want both consumers and traders to suffer?

In view of the Merdeka Plaza project having come to a standstill for almost half a year already, there is little reason for the State Government not to order the project contractor(s) to immediately remove barricades at Barracks Road, and thus restore the previous flow of traffic through Barracks Road and Court House Road to Gambier Street.

The affected traders have thus fully supported and signed a petition last month, and this month appealing to YAB Ketua Menteri to reopen Courthouse Road and Barracks Roads soonest, and alleviate their hardship at a time of economic downturn.

I wish to record here my biggest dismay at the behaviour of the Hon Member for Balingian who is also the CM of Sarawak, for his refusal to accept the Petition at the Foyer of this August House yesterday morning, eventhough it was presented in the most polite manner to him! A record total of 118 shops in Court House Rd, India Str and Gambier Rd have put their chops and signed the petition. The voice of the people who are suffering must not be ignored.

There is no need to be so afraid of me. I like you are only doing my job, as an elected representative of the people, and presenting a petition for the people I represent.

The aftermath of the Plaza Merdeka Project.

Related is the havoc brought upon the centre of Kuching in the wake of the apparently abandoned project. The project contractors have invaded and continued to occupy half of the Tun Openg Road opposite GPO; the traffic at Pearl Road, Khoo Hun Yeang Road, Market Rd., and Gambier Rd. has also become a confusing maze resulting in daily traffic jams. As a result of the redirection of the roads, there are jams, jams and more jams every day in the area!!

There is complete abandonment of social responsibility on the part of the developers for whom public interests seem to count for nought. Witness for yourselves the war-zone like scenes, with piles of rubbles and scattered potholes breeding mosquitoes that threaten public health and safety.

Let this blot on Kuching be addressed soonest.

5 - Full Support for Proposal of Kuching City Listing As Heritage City under UNESCO

At a tourism and heritage forum on April 21st, the Minister for Urban Development and Tourism, YB Datuk Michael Manyin, stated that in the footsteps of Penang and Malacca, Kuching has the potential for such a listing by virtue of numerous heritage sites such as those found at Jln Tun Openg, and the Streets of Gambier, India, Carpenter, Khoo Hun Yeang, Padungan, etc.

For the proposal, may I tender the fullest support of Parti Keadilan Rakyat in raising the historical, cultural and tourism profile of our beloved State capital. To this end, our party has been steadfastly defending our heritage sites through our civic actions. We cherish history and culture together with Sarawak people.

Thus we have recently been at the vanguard to save our prime heritage sites on the bank of Sarawak River, namely the Gambier Street complex of historical sites, including the Vegetable and Fish Markets, Live Poultry Market, Old Information Office, Garment Building, Ban Hock Wharf Hawkers’ Centre, and the Lorna Doone Wharf; all these should be rehabilitated back into vibrant cultural life with true historical flavor.

These prime sites and assets are and should be complemented by the Malay Kampungs across-river and other sites in the periphery of Kuching, such as Tasik Biru which I have mentioned in this house before, the rock relief relics at Santubong to feature the Srivijaya and Majapahit influences, the Muara Tebas Malayu Kampong side by side with the majestic Chinese Buddhist Temple, sites in Lundu and Gua Sireh in Serian. And not to forget the old Satok Suspension Bridge, a relic of the Second World War.
Let us rally our confidence and the collective will of government and people to achieve our listing goal. Let us get working forthwith, by setting up a Task Force comprising tourism ministry, tourism representatives, heritage societies, archeologists, historians, reps from Chambers of Commerce, and interested YBs. The Task Force should receive memoranda from cultural NGOs, religious bodies and others, so that it receives the widest possible cultural and historical input when preparing the submission document to UNESCO. I hereby offer my services and would be honoured to be included as member on the Task Force.

6 - Redelineation of Administrative boundaries of the 3 local authorities in Kuching.

The Assistant Minister in the Chief Minister’s Office has on 17th April announced such a delineation exercise, which will see the boundaries of MBKS, DBKU and Padawan Municipal Council being redrawn.
Tuan Speaker, an exercise such as this should in a democratic society be open for formal public enquiry and hearing before adoption.

As ADUN Padungan, I wish to convey to the government that MBKS, and Kuching City on the South Bank of Sarawak River, is the definitive commercial centre of Kuching, and as such should be thus accorded in a fresh delineation exercise. Kuching on the South Bank is the confluence and synergy of culture, tourism, education, administration and economy . The Datuk Bandar of Kuching MBKS is the definitive Mayor of Kuching as we have always known Kuching to be and still is. The local government of MBKS should be unitary and thus seamless in administration; this will facilitate the solving of the myriad problems facing any busy commercial city.

For the future robust progress of Kuching, I thus suggest:

Since DBKU will be expanding to Matang Jaya, DBKU should relinquish its jurisdiction of the whole Kuching on the South Bank as contained within Padungan constituency, in favour of jurisdiction under MBKS, for administrative efficiency and multi-sectoral synergy. Hence in November 2006 DUN sitting, I have called for the Streets of Gambier, India and Khoo Hun Yeang; the Electra House, Tua Pek Kong Temple and Sarawak Museum complex to be returned to the jurisdiction of MBKS.

Let us put our house act right well before we submit Kuching for Heritage Listing;

7 - Flood Mitigation For Kuching and Bau, and Low-lying Areas

There has in recent times been repeated and major flooding especially during certain festive seasons, affecting city centre, KMC flats and virtually every street. The flooding this year is the most severe and not seen for some 40 years or so. The losses to residents and traders in affected areas was very heavy, adding hardship at a time of economic downturn.

During my almost daily visits to the flood affected areas, and I say here, I and our PKR leaders have visited many kampongs in the Bau, Batu Kitang, Serian, Sadong areas and even to the Santubong areas like Kampong Bedil, and have handed out food packages to the victims, and strong sentiments were expressed by the affected residents, berating the BN government for not effectively implementing the Flood Control and Flood Mitigation projects for the Bau and Kuching Districts. They lamented that the government had not taken swift remedial actions following the severe flooding of 2003 and 2004, leaving the people ever more vulnerable to severe flash floods. There were flood relief promised by the government then, but many have complained that they have received nothing, except for 2 packs of maggi mee!

As for Padungan, to recollect, the DID has before the 2006 state elections announced a Flood Control and Flood Mitigation project costing RM 20 million, starting June 2006 and scheduled for completion by October 2007. This has been delayed by the BN government.

Following public pressure, and pressure from Parti Keadilan Rakyat, DCM Tan Sri George Chan announced on April 2nd that the second phase of Kuching and Padungan River Flood Mitigation Project will be carried out over a 2 year period, commencing May 2009, a 3 year delay, but its better late than never. As the residents will still face the prospect of severe funding come the landas season, I appeal for the project to be completed soonest, so that the coming festive seasons need not be so traumatic.

8 - Measures to control the outbreak of dengue fever
In February and March this year, I responded immediately to resident’s request for my attention on the outbreak of dengue fever in Kuching, and confirmed for myself that there were more than 10 cases of dengue fever among residents of Carpenter and Ewe Hai Streets. I had also promptly issued a call to government to urgently adopt measures to control the outbreak, declare war on Aedes and immediately carry out an intensive environmental sanitation exercise.

I further delivered a memorandum to the Commissioner, DBKU, requesting for a full scale drain clearing exercise in all areas of its jurisdiction, thus to reduce to minimum, the opportunity for the breeding of Aedes aegyptii mosquitoes, and thereby preventing the further spread of dengue disease.

I was dismayed at being blasted by the Minister of Environment and Public Health, Datuk Wong Sung Koh, for allegedly issuing misleading statements, but he was in turn rebuffed by residents affected. My invitation to the good Datuk to jointly conduct site visit was ignored, but I nonetheless thank him for quietly on his own doing his own site visit, and paying belated attention to a real and not imaginary public health emergency.

My effort in raising the red flag has thus not been in vain. We are fortunate that following public health measures adopted the disease has not spread to the suburbs and nearby townships. However let good public sanitation be not just a temporary, but be a permanent feature of local government, mindful that dengue fever is always lurking ready to break out.

9 - TRIENEKENS should be held accountable for poor service delivery

I hate to have to raise the odious matter of poor service by the garbage disposal contractor, yet again in this house. What choice do I have when the company is totally deaf to my submissions to this August House about their service or the hopeless lack thereof, and public complaints in the media. I can assure the House that the tolerance of the public is wearing absolutely thin if the situation is not rectified soonest.

I wish to repeat here that in my memorandum dated 6 Mar 09, to the Commissioner, DBKU, submitting that:

1. The frequency and quality of garbage disposal service in Kuching falls far short of public expectations. DBKU should exercise due supervision over the service provided by the garbage disposal contractor company, and take the quality of their service into stringent consideration when renewing their contract. The contractor should be instructed to increase the frequency of services to both their commercial and residential clients.

2. Clients have even complained that in the process of garbage disposal, the contractor has often ironically littered roads and streets, leading to obnoxious sight and (odorous) smell, to residents and tourists alike.

Indeed if the contractor cannot deliver according to contract, their services should be terminated. However, let them get a final chance. I wish recommend a dialogue to be held between the company and their clients to trash out problems, similar to what MBKS has commendably done with their private contractor.

I am still waiting and I hope to get a suitable response from the DBKU as to what has happened to the Memo that I have presented to the DBKU in 6 Mar 09.

10 - Labour Day Memorandum

IN CONJUNCTION WITH LABOUR DAY 2009, I submitted to the Director of Labour A 10 POINT MEMORANDUM TO THE SARAWAK LABOUR DEPARTMENT,
I wish to inform this House that among the 10 Points are:

1. There must be a Minimum Wage Policy of at least RM1000 a month in Sarawak
4. A 5 Day Week should also be extended to the Private Sector in Sarawak
5. There should be set up a Labour Tribunal in Sarawak to resolve labour disputes in Sarawak.
6. 16 September or Malaysia Day should be declared as a Public Holiday in Sarawak.
9. All Senior Officers esp from the Director down, of the Sarawak Labour Department should be Sarawakians or at least have legitimate Sarawak Connections, like PR or long term residence in Sarawak, or have Sarawakian Spouses,

I have held a discussion with the Labour Director on 27 April 09 with respect to the above memorandum. I hope the Department and the state government will jointly work to improve the rights of workers in Sarawak. And I am waiting for a response from the Labour Dept to my said 10 Pt Labour Day Memo.

To all my Dayak Friends, I would like to wish Selamat Gawai Dayak, Gayu Guru Geral Nyamai and may the name of Dayak and the Dayak race shall continue to live and survive proudly as the Natives of Sarawak forever!
And let no govt ever contemplate removing the name and thereby destroy the proud legacy and heritage of the Dayaks in Sarawak!!!

And May You all remain forever strong and united and stand resolute against the efforts of the BN govt to divide and carve you the Dayaks up into smaller and more easily edible units!

Sayur Kirokot mampu Tembusi Benua David Becham ?

Mungkinkah suatu hari nanti, beliau akan memakan sayur kirokot?

Sayur kirokot ialah sayur yang amat segar dan terdapat di Banjaran Crocker di negeri Sabah Darul hidayah.

Peniaga sayur ini mampu meraih keuntungan RM80,000 setiap enam bulan atau satu pusingan tanaman.

Terdapat pelbagai jenis sayur Kirokot termasuklah kobis bulat dan daun, tomato dan cili besar.

Berikut ialah berita yang penulis kutip dan struktur semula untuk tatapan pembaca sekalian.

TAMBUNAN 14 Mei - Mukim Kirokot yang terletak di Banjaran Crocker dalam daerah ini mempunyai potensi besar menjadi pengeluar hasil pertanian utama negara khususnya sayuran tanah tinggi.

Selain bentuk muka bumi yang bergunung-ganang, kesuburan tanah secara semula jadi membolehkan segala tanaman yang ditanam memberi hasil yang amat menggalakkan.

Penanaman sayuran tanah tinggi yang dijalankan secara bertingkat dan secara kecil-kecilan oleh penduduk kawasan ini telah menghasilkan sayur bermutu tinggi, walaupun hanya menggunakan racun makhluk perosak yang sedikit.

Oleh itu, tidak hairanlah sayur dari tanah tinggi mukim Kirokot yang dijual di pasar terbuka di pekan-pekan di daerah ini seperti pekan Keningau, mendapat sambutan menggalakkan daripada orang ramai.

Menariknya, kejayaan penanaman sayur di tanah tinggi Kirokot ini mendorong petani di daerah Keningau mengusahakan tanaman sayur mengikut kaedah penanaman yang dijalankan oleh petani di Kirokot.

Terdapat petani di daerah itu sudah menikmati hasil sehingga RM80,000 setiap enam bulan atau satu pusingan tanaman.

Lebih membanggakan, sayur tanah tinggi Kirokot mendapat permintaan tinggi dari pasaran luar negara. Antara pengimport utama sayur tanah tinggi Kirokot ialah Koperasi Pertanian Negara Brunei.

Selepas menembusi pasaran Brunei tidak mustahil hasil sayur tanah tinggi mukim Kirokot juga mampu menembusi pasaran Eropah dan Amerika Syarikat jika diusahakan dengan betul.

Pegawai Daerah, Thomas Angor berkata, kejayaan penanaman sayur di kawasan itu dipengaruhi oleh bentuk muka bumi dan kesuburan tanahnya.

''Selain itu, faktor cuaca sejuk di mukim Kirokot juga menyebabkan para petani mendapat hasil pertanian segar," katanya.

Menurutnya, jenis sayuran yang ditanam ialah kobis bulat dan daun, tomato dan cili besar.

Justeru, katanya, penduduk sekitar daerah Tambunan khususnya golongan petani perlu terus mempertingkatkan pengeluaran hasil pertanian khususnya sayur tanah tinggi dari masa ke semasa.

Menurutnya, ini penting bagi melonjakkan pertanian negara ke satu tahap yang lebih tinggi sebagai sumber kekayaan melalui peningkatan nilai tambah yang disertakan dengan penggunaan sains dan teknologi.

Hakikatnya, mukim Kirokot yang didiami kira-kira 400 penduduk daripada tujuh buah kampung sangat bertuah kerana sayur tanah tinggi di kawasan itu telah mendapat pengiktirafan daripada pasaran dalam dan luar negara.

Selain itu, keistimewaan tersebut telah meletakkan mukim Kirokot sebagai 12 destinasi pelancongan yang mesti dilawati apabila pelancong datang ke daerah ini.

Destinasi lain ialah, Banjaran Trusmadi, Gunung Trusmadi, Air Terjun Mahwa, Tugu Peringatan Mat Salleh, Air Terjun Maraguna, Air Terjun Tondolu, Batu Gong di Kampung Solibog, Bangunan Rafflesia, Tambunan Village Resort Centre (TVRC), Tamu Pekan Tambunan dan Batu Bajau.

Penyalahgunaan Dadah dikalangan Mahasiswa Meningkat

Sebuah akhbar baru-baru ini melaporkan hampir 100 Tentera terlibat dengan najis dadah sepanjang Januari hingga April tahun ini. Sebentar tadi, Pesuruhjaya Polis Sarawak, Dato Mohmad Salleh mengeluarkan kenyataan berkenaan peningkatan turut berlaku dikalangan mahasiswa pada tempoh yang sama?

Penulis teringat beberapa minggu lalu seorang rakyat asing ditahan di negaranya sendiri kerana didakawa membawa beberapa bungkusan najis dadah. Anehnya, warga asing itu terlepas pula pada pemeriksaan di lapangan terbang Malaysia.

Persoalannya, sejauh mana keseriusan kerajaan dalam menangani hal2 kronik seperti ini?

Jumlah pelajar Institut Pengajian Tinggi Awam dan Swasta (IPTA / IPTS) di Sarawak yang ditangkap di bawah Akta Dadah Berbahaya 1952 bagi tempoh bulan Januari hingga April tahun ini telah menunjukkan peningkatan sebanyak 43 peratus berbanding tempoh yang sama bagi tahun lepas.

Pesuruhjaya Polis Sarawak, Dato Mohmad Salleh berkata pihak polis telah menahan sejumlah 16 pelajar bagi kesalahan bawah Seksyen 12 (2) dan Seksyen 15 (1) (a) Akta Dadah Berbahaya 1952 tempoh bulan Januari hingga April tahun 2008.

Manakala itu bagi tempoh bulan Januari hingga April tahun ini, pihak polis pula telah menahan sejumlah 25 orang pelajar bagi kesalahan bawah Seksyen 6 dan Seksyen 15 (1) (a) Akta Dadah Berbahaya 1952.

“Daripada jumlah ini, boleh dikatakan bahawa pembabitan jumlah pelajar dalam kes penyalahgunaan dadah telah menunjukkan jumlah peningkatan yang ketara bagi tempoh suku tahun pertama tahun ini berbanding suku pertama tahun lepas.

“Lagipun untuk pengetahuan anda sejumlah 48 orang pelajar telah ditangkap di bawah Seksyen 6, Seksyen 12 (2) dan 15 (1) (a) Akta Dadah Berbahaya 1952 manakala seorang lagi ditangkap di bawah Seksyen 3 (1) APD (R&P) 1998 untuk sepanjang tahun 2008,” katanya.

Beliau berkata demikian ketika berlangsungnya persidangan media di bilik mesyuarat Ibupejabat Polis Daerah (IPD) Sri Aman sebelum mempengerusikan Mesyuarat Ketua Jabatan Siasatan Jenayah Narkotik / Ketua Bahagian Siasatan Jenayah Narkotik Daerah Suku Tahun Pertama Tahun 2009 di situ hari ini.

Mohmad juga turut menambah bahawa bagi sepanjang tahun 2008 sebanyak 2,628 kes dilaporkan dengan 2,893 orang tangkapan dibuat bawah Akta Dadah Berbahaya (ADB) 1952 dan Akta Racun 1952 termasuk 10 kes dengan 17 orang tangkapan di bawah Seksyen 39 B ADB 1952 dan 58 kes dengan 90 orang ditangkap bawah Seksyen 39 A ADB 1952.

“Lagipun pihak kita juga mencatatkan peningkatan sebanyak 17 peratus di bawah ADB 1952 apabila sejumlah 1,121 kes dengan 1,251 tangkapan dibuat bagi tempoh bulan Januari hingga April 2009 berbanding 951 kes dan 1,066 tangkapan bagi tempoh yang sama untuk tahun 2008,” katanya.

Hadir sama ialah Ketua Bahagian JSJ Narkotik Sarawak, Superitenden (Supt) Moses Agat dan penolongnya, DSP Osman dan Ketua Polis Daerah Sri Aman, DSP Mat Jusoh Muhammad.

KUCHING: Pendapatan anggota Tentera Darat (TDM) yang tinggi ditambah dengan insentif elaun dan kemudahan sedia ada merupakan salah satu faktor pengambilan dadah di kalangan anggota tentera.

Panglima Tiga Briged Datuk Jeyabalan S berkata TDM tidak akan berkompromi dengan kesalahan-kesalahan penyalahgunaan dadah di kalangan anggotanya.

“Harga dadah yang agak murah serta mudah diperolehi turut menjadi faktor penglibatan anggota tentera dalam pengambilan dadah,” katanya dalam ucapan perasmian penutupan Forum Tempat Kerja Bebas Dadah di Kem Penrissen semalam.

Jeyabalan menarik perhatian, terdapat juga kemudahan-kemudahan di kem tentera digunakan oleh penagih bagi menjalani aktiviti penyalahgunaan dadah.

Justeru katanya, 1 Divisyen perlu mengambil pelbagai langkah untuk mengelak kem tentera digunakan sebagai tapak kegiatan penyalahgunaan dadah dan jenayah di kalangan anggota tentera.

“Sehubungan itu, agensi seperti Cawangan Siasatan Jenayah Tentera Darat, Agensi Anti Dadah Kebangsaan (AADK), polis, kastam dan Unit Pencegahan Penyeludupan perlu lebih proaktif dengan pengawalan ketat di semua kawasan negeri ini,” katanya.

Sementara itu, Pegawai Staf 1 Undang-Undang Markas Medan Angkatan Tentera Leftenan Kolonel Zahari Mohd Ariffin berkata seramai 90 anggota tentera darat dikenal pasti terlibat dalam penyalahgunaan dadah dari Januari hingga April tahun ini (2009).

Menurut beliau, pada akhir tahun 2008, daripada keseluruhan 120,000 anggota TDM, seramai 214 dikenal pasti positif dadah.

“Enam puluh (60) peratus daripada mereka telah dikenakan tindakan, 20 peratus dalam proses pemberhentian dan 20 peratus lagi masih disiasat,” katanya semasa ditemui pada program Forum Tempat Kerja Bebas Dadah semalam.

Beliau memberitahu angkatan tentera akan menjalankan ujian saringan secara mengejut pada bila-bila masa bagi memeriksa air kencing para anggota untuk mengenal pasti anggota yang terlibat dalam penyalahgunaan dadah.

“Air kencing para anggota yang diambil menerusi saringan ini dihantar ke Jabatan Kimia untuk ujian pengesahan.

“Jika didapati positif, anggota ini akan disabit kesalahan di bawah Seksyen 51 (Melanggar Undang-Undang Tetap Pasukan) dan Seksyen 87 (Kelakuan Memudaratkan Tatatertib Perkhidmatan) Akta 1972,” katanya.

Justeru katanya, anggota terlibat akan diberhentikan kerja di bawah akta ‘Army And Airforce Term Of Service Regulation’, dan dikenakan hukuman penjara dua tahun.

Forum Tempat Kerja Bebas Dadah adalah anjuran bersama AADK dan Angkatan Tentera Malaysia (ATM).

Sembilan briged dari Sibu, lima briged dari Sabah dan tiga briged dari Kuching iaitu seramai 152 peserta yang terdiri daripada 14 pegawai tentera dan 138 tentera pelbagai pangkat menyertai forum antidadah itu.

Bertemakan ‘Dadah Musuh No.1 Negara’, ahli panel forum tersebut ialah Zahari, Pegawai Kastam Frankie Sigai dan Penolong Pengarah AADK Yap Chung Hong serta Profesor Madya Dr Abang Ahmad Ridzuan Awang Awit daripada Universiti Teknologi MARA (UiTM) selaku pengerusi.

Turut diadakan ialah pameran mengenai jenis-jenis dadah, langkah-langkah menghindari dadah, kesan-kesan pengambilan dadah dan sebagainya.

Tun Mahathir yang mengilhamkan Putrajaya dan Siberjaya hari ini berang dan ternyata kecewa dengan perkembangan pembangunan Siberjaya yang amat lembap dan lambat.

Siberjaya dibangunkan sejak 12 tahun lalu menggunakan wang cukai rakyat dan mendapat tentangan dari pelbagai pihak termasuklah puluhan badan bukan kerajaan (NGO).

Segelintir penganalisis politik berpendapat, Idea pembangunan di Putrajaya dan Siberjaya memang baik, tetapi perlaksanaannya tidak melihat kepada keutamaan pembangunan negara.

Lagipun pembangunan itu hanya dinikmati oleh seolongan rakyat selain pembinaannya ditaja oleh negeri2 miskin di malaysia.

Sabah misalnya yang suatu ketika dulu berada di belakang Selangor sebagai negeri kedua terkaya di Malaysia, turut diragut kekayaannya menerusi hasil kepada kerajaan pusat.

Lebih malang lagi, kebanyakan dana yang digunakan menerusi hasil kekayaan minyak negara di tiga negeri utama di Malaysia termasuk Sabah, Sarawak dan Terengganu.

Ketiga2 negeri tersebut juga adalah negeri yang diperintah oleh BN sejak berpuluh tahun.

Kesannya, di tiga negeri inilah yang sejak puluhan tahun lalu tersungkur di kedudukan lima terbawah dalam senarai negeri termiskin di Malaysia.

CYBERJAYA: Former Prime Minister, Tun Dr Mahathir Mohamad today (14 May) expressed dissatisfaction with the progress made by Cyberjaya since its development began 12 years ago.

"It has seen tremendous progress. You can see buildings, houses and IT-related business here. The university is expanding and MSC is much more active now.

"But if you ask me, am I satisfied? The answer is no. I like things faster.

More faster, better and sometimes more expensive," Dr Mahathir said.

"When we planned Cyberjaya, we expected a lot of foreigners to live here in a special environment created for them. An environment that is very attractive where they can interact with each other," he said.

There was supposed to be a community that would focus on IT and communication and stay here but what is happening is a lot of people prefer to stay elsewhere and work here, he said.

Asked on what was needed to achieve that, Dr Mahathir said the government could consider giving Permanent Resident status to skilled and qualified foreigners besides creating a condusive environment for them.

"If we catered more for the people who want to come, I think they will come. I think there must also be a quality of life here as that is important. They should also have a good environment to work in," he said.

Having good infrastructure will also attract them to come here. It includes having clubs, places for relaxation, sports areas, and more houses.

"You can see here too many cars. They all come in their cars. I would prefer they live here, ... attend club, play tennis and walk to office. That was what that was planned but it has not happened."

Speaker Dun Perak, V Sivakumar menyifatkan kerajaan Perak pimpinan Datuk Dr Zambry Abdul Kadir adalah kerajaan kuda kepang yang tidak boleh bertindak sendiri.

"Apabila kerajaan ini adalah kerajaan kuda kepang maka ia tidak boleh bergerak. Ia statik disitu. Sebab itulah kita mahukan sebuah kerajaan yang boleh membela nasib rakyat yang memerlukan pembelaan.

"Pelabur juga sudah tidak yakin untuk membuat pelaburan di negeri Perak jika kerajaan kuda kepang terus mentadbir dengan tidak banyak yang boleh mereka lakukan.

"Dalam konteks ini sudah beberapa kali kita nyatakan serahkan kepada rakyat untuk membuat penilaian.Biar rakyat yang memilih kerajaan mana yang mereka mahukan. Bubarkan Dun dan adakah pilihan raya dengan segera," katanya.

200 bakal bergelar OKU

Dianggarkan hampir 200 mangsa kemalangan jalan raya di Sarawak mempunyai risiko yang tinggi untuk menjalani kehidupan sebagai golongan Orang Kurang Upaya (OKU) bermula daripada tahun 2007.

Pengarah Jabatan Keselamatan Jalan Raya (JKJR) Rano Aylwino Akat berkata anggaran terbabit terdiri daripada mangsa kemalangan jalan raya yang mengalami kecederaan parah di negeri ini semenjak lima tahun yang lalu.

“Terdapat lebih dari 400 kes kecederaan parah berhubung kejadian kemalangan jalan raya dilaporkan berlaku di negeri ini bagi tempoh lima tahun yang lalu manakala 300 kes pula adalah membabitkan kematian.

“Jika dirujuk kepada jumlah mangsa kecederaan parah ini pihak kita mendapati bahawa 200 orang mangsa daripada jumlah keseluruhan kategori kes ini dianggarkan berisiko untuk menjadi golongan OKU,” katanya.

Beliau berkata demikian pada sidang media di Pejabat Narkotik, Ibupejabat Polis Daerah Sri Aman sebaik sahaja selesai Kempen Keselamatan Jalan Raya Negeri Sarawak Bahagian Sri Aman anjuran bersama JKJR Sri Aman dan Pejabat Residen Sri Aman di sini semalam.

Selain itu kata Rano kerajaan telah mencatatkan kerugian berjumlah RM1.8 bilion dari segi nilai sosio ekonomi menerusi kejadian kemalangan jalan raya yang dicatatkan berlaku di negara ini pada tahun lepas.

Daripada nilai keseluruhan terbabit menurut beliau, RM387.60 juta pula adalah jumlah kerugian dari nilai sosio ekonomi berhubung kes kemalangan jalan raya yang berlaku di negeri ini.

“Jadi kita adakan kempen ini untuk memaklumkan orang ramai supaya berhati-hati ketika berada di jalan raya...harapan kami ialah agar kempen ini dapat mengurangkan kadar kemalangan jalan raya di negeri untuk tempoh waktu yang seterusnya,” kata Rano.

Terdahulu Timbalan Residen Sri Aman, Desmond Douglass Jerukan telah mewakili Ahli Parlimen Sri Aman, Masir Kujat untuk merasmikan kempen terbabit dengan mengedarkan sejumlah 250 bungkusan yang mengandungi risalah kempen keselamatan jalan raya dan lain-lain barangan bermula jam 9.30 pagi semalam ini.

Kempen keselamatan jalan raya ini yang mendapat kerjasama daripada pihak Jabatan Pengangkutan Jalan dan IPD Sri Aman turut dihad.

Sebar gambar bedah siasat Nurin

Bapa Allahyarham Nurin Jazlin, Jazimin Abdul Jalil telah mengemukakan permohonan agar Mahkamahah Tinggi di sini menentukan sama ada Ketua Polis Negara dan tiga yang lain bertanggungjawab terhadap dakwaan kecuaian seorang anggota polis yang menyebabkan penyebaran gambar bedah siasat anaknya.

Permohonan itu dikemukakan setelah keempat-empat mereka selaku defendan dalam pernyataan pembelaan mereka mengaku bahawa Lans Koperal Amran Arifin yang telah menyebabkan penyebaran gambar tersebut melalui telefon bimbit dan Internet.

Meskipun begitu, pihak defendan mendakwa, mereka tidak bertanggungjawab dengan penyebaran gambar tersebut kerana anggota polis itu melakukannya secara peribadi dan tiada kaitan dengan bidang pekerjaan atau tugasnya.

Perkara itu dinyatakan oleh Jazimin dalam permohonannya bagi mendapatkan penghakiman ringkas supaya mahkamah memutuskan isu undang-undang tersebut berdasarkan kepada pengakuan pihak defendan dalam kes samannya terhadap mereka.

Permohonan tersebut difailkan melalui firma guaman, Tetuan Akberdin & Co. di Pejabat Pendaftar Mahkamah Tinggi di sini semalam. Jazimin, 35, turut memfailkan afidavit bagi menyokong permohonan berkenaan.

Dalam permohonan itu, Jazimin menyatakan, sekiranya mahkamah membuat keputusan menyebelahinya, kes itu tidak perlu dibicarakan dan pihak mahkamah akan menentukan taksiran ganti rugi yang akan dibayar oleh pihak defendan.

Pada 21 Ogos tahun lalu, Jazimin selaku plaintif telah menyaman keempat-empat mereka bagi menuntut ganti rugi yang tidak dinyatakan jumlahnya kerana didakwa cuai sehingga menyebabkan penyebaran gambar bedah siasat Nurin.

Dia menamakan Ketua Polis Negara, Ketua Polis Selangor, Ketua Polis Ibu Pejabat Polis (IPD) Daerah Petaling Jaya dan kerajaan Malaysia sebagai defendan pertama hingga defendan keempat.

Dalam pernyataan pembelaan pihak defendan bertarikh 5 Disember 2008, mereka menyatakan, gambar-gambar tersebut dirakamkan oleh anggota polis semasa bedah siasat Nurin dijalankan bagi tujuan penyiasatan.

Dakwa defendan, Amran yang bertugas sebagai anggota bawahan Timbalan Pengarah Jabatan Siasatan Jenayah Negeri telah diarahkan memusnahkan draf atau lebihan laporan yang mengandungi gambar-gambar bedah siasat itu.

Bagaimanapun, anggota polis itu didakwa tidak mematuhi arahan itu sebaliknya telah membawa balik laporan tersebut ke rumahnya dan menunjukkan kepada jirannya.

''Tanpa pengetahuan Lans Koperal Amran, gambar-gambar dalam laporan tersebut telah dirakamkan oleh saudara mara jirannya sehingga menyebabkan ia telah disebarkan melalui telefon berkamera dan Internet,'' dakwa defendan.

Sehubungan itu, pihak defendan mendakwa, tindakan Amran membawa balik laporan itu adalah berasaskan motif beliau secara peribadi yang tiada kaitan dengan skop pekerjaan atau tugasnya.

Sambil menafikan mereka melakukan kecuaian, pihak defendan turut mendakwa mereka tidak mempunyai apa-apa tanggungjawab terhadap kejadian itu kerana ia berlaku di luar kawalan dan jangkaan mereka.

Jazimin dalam pernyataan tuntutannya mendakwa penyebaran gambar tersebut telah menganggu ketenteraman dan maruah keluarganya serta memberi kesan yang amat dahsyat terhadap emosi dan perasaan mereka sekeluarga.

Nurin yang berusia lapan tahun dilaporkan hilang pada 20 Ogos 2007 ketika keluar seorang diri ke pasar malam berhampiran rumahnya di Seksyen 1, Wangsa Maju sebelum mayatnya dijumpai pada 17 September 2007 iaitu selepas 27 hari kehilangannya.
