Bahagian 1. Laman pembocor maklumat Sarawak Report hari ini mendedahkan dokumen bagi menangkis penafian Ketua Menteri Sabah Datuk Seri Musa Aman bahawa beliau tiada kena mengena dengan orang tengah pembalakan Michael Chia.

Dokumen yang disiarkan itu menunjukkan arahan tersedia (standing order) bank untuk mendepositkan beberapa ribu dolar Amerika Syarikat (AS) untuk pendidikan anak ketua menteri di Perth, Australia.Dokumen itu dikatakan bocor daripada Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) yang dikatakan menyiasatnya sebelum ini tetapi tidak berakhir dengan pendakwaan.

Akaun bank Chia juga menunjukkannya menerima ratusan ribu dolar AS daripada syarikat berpangkalan di Hong Kong Borion Enterprise, yang antaranya dimiliki hartawan balak Sarawak Ting Pek King.

"Ia menimbulkan persoalan kenapa keluargga Ting Pek King membayar sejumlah besar wang kepada akaun bank Micheal Chia? Akaun yang juga digunakan untuk mendanai anak lelaki Musa Aman di Australia," katanya.

RM50 = 5 TAHUN?

SEMENJAK Datuk Seri Musa Aman menjadi Ketua Menteri Sabah, Kuala Lumpur bertambah yakin kepada kepimpinannya, kerana beliau pimpin UMNO Sabah senada dan seirama dengan halatuju pimpinan Kerajaan Pusat. "Yang kaya terus kaya, yang miskin papakedana".

Rakyat diminta memberikan sokongan padu kepada UMNO. Sudah 52 tahun orang Islam dan Melayu bersatupadu seiring dan sejalan dengan UMNO. Namun nasib orang Islam dan Melayu masih lagi "kais pagi makan petang, kais petang makan lagi" .Yang berubah nasib para pemimpin dan anak-anak mereka, anak anak buah mereka dan kroni UMNO sahaja.

Siapa kata rakyat tidak dibantu oleh UMNO/BN? Dari dulu lagi 'rakyat sudah didahulukan'. Setiap 5 tahun sekali rakyat dapat bantuan RM50. Tugas rakyat untuk undi UMNO/BN dan mencari 'Hantu Bangkit' dari kubur untuk undi UMNO/BN supaya para pemimpin Melayu kekal berkuasa dan kekal pendapatan mereka kalau UMNO berkuasa. Anak-anak dan kroni pun turut mewah.

Wang sagu hati untuk rakyat RM50 untuk 5 tahun sekali sudah cukup. Itu pun boleh dikira menolong rakyat juga. Bukankah Tan Sri Muhyiddin Yassin pun sudah buat prosedur baru? "Undi calon UMNO/BN dulu, baru Kerajaan bantu buat jambatan Manek Urai."

Tentu sekali para pemimpin UMNO tidak suka dengan halatuju Pakatan Rakyat, yang paling tidak disenangi oleh para pemimpin UMNO ialah untuk mengecualikan dari pengaruh politik kepada polis, kehakiman, SPRM dan SPR agar kuasa badan badan instituisi itu berfungsi secara bebas tidak berpihak kepada mana- mana pengaruh politik.

Bila sahaja politik UMNO meng'UMNO'kan badan badan instituisi seperti polis, mahkamah, SPRM dan SPR maka peluang itupun digunakan oleh Datuk Seri Musa Aman untuk membina empayarnya di Sabah. Beratus ratus aduan rasuah dari orang ramai kepada SPRM sudah tidak mengena lagi.

Musa tidak makan saman lagi bila Pengerusi SPRM mengatakan "Musa is clean. No case to answer". Maka dia pun dalam masa yang sama mendapat anugerah gelaran Datuk Seri Penglima Darjah Kinabalu. Percaya kah anda Musa is clean? Mansionnya pun tidak sepadan dengan gaji Ketua Menteri.

Para pemimpin UMNO di Sabah bukannya semua ikut style Musa Aman. Bukan semua 'kejam' seperti Datuk Musa Aman. Ada juga para pemimpin UMNO yang baik, yang lebih bijak, yang lebih beraura dan berwibawa seperti Datuk Seri Mohd.Salleh Tun Said, Datuk Rahim Ismail dan Datuk Seri Shafie Apdal.

Tapi nasib politik mereka tidak terlalu baik seperti Datuk Seri Musa, nasib tidak berpihak kepada mereka untuk menjawat jawatan Ketua Menteri Sabah kerana para pemimpin UMNO ini tidak suka jadi hero pelakon filem Hindustan. Musa Aman ada bakatnya. Beliau sangat pintar main 'pintas memintas dalam parti UMNO Sabah'.

Datuk Seri Mohd. Salleh Tun Said, disekat untuk menjadi calon ADUN Usukan Kota Belud dan parlimen Kota Belud, kerana Musa takut tercabar kedudukannya sebagai Ketua Menteri Sabah. Datuk Shafie Apdal pun boleh menggugat kedudukan Musa, cuma Datuk Shafie dibenarkan jadi calon parlimen sahaja. Musa tidak beri peluang beliau bertanding DUN. Musa pun selamat menjawat jawatan Ketua Menteri Sabah. 'Musa pandai susun daun politiknya.'

Rahim Ismail, satu ketika dulu pernah jadi menteri penuh dalam kabinet Musa Aman, PRU12 Rahim Ismail menang lagi tapi beliau digugurkan dalam senarai kabinet Musa Aman. Rahim Ismail dianggap bahaya kerana berbakat jadi Ketua Menteri Sabah.

Pemimpin yang berpengaruh, seperti Datuk Seri Mohd. Salleh Tun Said, Datuk Shafie Apdal dan Datuk Rahim Ismail, karier politik mereka semua disimpan oleh Datuk Seri Musa Aman dalam peti ais dan dibekukan. Kalau mereka tidak mahu jadi 'Yes man' maka mereka jangan harap boleh jadi calon PRU13 nanti.

Approve only when conditions met: CM

Musa Haji Aman has instructed local authorities not to approve development plans involving slopes before it goes through the rules and restrictions process.

The Chief Minister said they must ensure that requirements and approval had been obtained for development plans from relevant authorities such as the Public Works Department (PWD) and Drainage and Irrigation Department (DID).

"We (Government) are not anti-development but it is important that local authorities follow the rules and restrictions before approving development plansÉdon't simply approve any development (plans)," he said after opening the Public Awareness on Landslides and Slope Safety Seminar.

He said in their zest to develop, they must ensure that these areas were safe.

"If the rules and restrictions are all adhered to, very minimal negligence will occur."

As for non-government funded development projects, he said the PWD also had the authority to provide its views, he said, adding Sabah's hilly and mountainous topography was among factors it was not spared from landslides.

According to PWD Deputy Director of Infrastructure Development Amrullah Kamal, if the Government department was not satisfied with the plan, the consultant had to resubmit a fresh development plan.

Musa, who is also State Finance Minister, said local authorities and other technical agencies must ensure the hill slopes were designed and built according to best engineering practices and set specifications.

Apart from good design and construction, systematic maintenance on the slopes was also very important to ensure safety.

Hence, a fine and effective maintenance system must be implemented to ensure the drainage system, including retaining wall and slope cover plants, were always in perfect and good condition.

"Should there be signs of small failure or erosion on the slope, immediate repair must be carried out to prevent larger collapse that would require higher cost to repair."

He also said public awareness on slope safety was also essential so as to enable them monitor and safeguard the surrounding area should there be signs and risk of landslides.

"The seminar is aptly organised so that we can share knowledge and take steps to reduce or overcome the problem," he said.

Indirectly, with the knowledge they gained from the seminar as well as enhanced awareness on slope safety, he said they could control better development on hills slopes or on highlands more systematically and effectively for the safety and comfort of the people in such areas.

Meanwhile, the CM said Sabah Electricity Sdn Bhd (SESB) should be allowed to complete its study on the proposed coal plant to be built in Sandakan.

Recently, Industrial Development Minister Datuk Raymond Tan Shu Kiah had said that the proposed coal plant in Sandakan would probably be scrapped.

Also present were Infrastructure Development Assistant Ministers Pang Nyuk Ming and Datuk Japlin Akim and Senior Director of Slope Engineering Branch of Malaysia PWD Datuk Ir Dr Ashaari Mohamad.

Chief Minister gone missing?

Sabah Chief Minister Datuk Seri Musa Aman was noticed to have failed to attend official functions the past week creating speculation that he is on leave.

Rumours swirling around that he has been flown to Singapore in a private jet to undergo treatment in the neighbouring country.

It was also noticed that Musa have been represented by his deputies Datuk Seri Joseph Pairin Kitingan and Datuk Seri Yahya Hussin at few official functions the past few days.

The weekly State Cabinet meeting scheduled every Wednesday where the media will be present also has not been held. Usually the media unit would send out invitations to the media to cover the meet but none was made on the day and furthermore, no statement was issued on the whereabouts of the Chief Minister.

Usually the Chief Minister would meet and answer questions from the media twice a month even though the meeting is held every week.

"The government should appoint an Acting Chief Minister if the Chief Minister is not around or on leave," Sabah Progressive Party (SAPP) Information Chief Chong Pit Fah said in a statement, here, today.

He said an Acting Chief Minister is necessary so that duties of the Chief Minister - the CEO of the State - could be carried out so that the State's administration would function.

Chong said SAPP is worried the State Government could not function because nobody has the authority to decide anything.

He said Musa was missing when the National Tadau Kaamatan Open House 2009 was held here on June 7 and he was represented by Pairin.

The open house were attended by many VIPs including Head of State Tun Ahmadshah Abdullah and Deputy Prime Minister Tan Sri Muhyiddin Yassin, among others.

Chong further said that Musa also failed to attend the official opening of the Sabah Games IV, which was held at the Sandakan Sports Complex on June 8.

The Chief Minister was once again represented by Pairin.

He said the office of the State Secretary should issue a statement on the matter so as to quash rumours or speculations.
