Salang should quit as Minister: Yee

"I'm very surprised with the statement made by Salang.
An irresponsible and, in a way, very childish statement that is tantamount to insulting the intelligence of the people in Sabah," said Yee, who is also State Resource Development and Information Technology Minister.
Salang had said while here on Thursday that owning a parabolic satellite dish (to enjoy free global TV transmission) is neither banned nor illegal but owners should obtain a licence.
He said there are thousands of households with parabolic dishes in Sabah and Sarawak and the proper thing to do was to apply for a licence.
"It is not true that there is a ban on parabolic dishes. It's like you want to keep a dog, you have to obtain a licence. That's is how it works," Salang said. Yee said Salang, as a Deputy Minister in charge of telecommunication, should not talk "nonsense" in the newspapers.
"For the statement he had made, he should apologise to us. Moreover, how can he say that people can install satellite dishes as they like?
"Unless he can tell us that every single satellite owner in Sarawak had applied for a permit and had been given and, therefore, no action taken, then he should stop talking nonsense and resign from his job," he said.
"Maybe he is only a Deputy Minister and his boss (Rais) had not informed him about what has been going on.
"As for the Minister (Rais), please do not expect us to go see him when he is already in a position to have full knowledge because I have written letters to the PM and copied it to him.
"If he has no full knowledgeÉthat means, he did not even read the letters sent to his Ministry," he said.
Yee explained that he had personally discussed the issue with Prime Minister Datuk Seri Najib Tun Razak and had written two letters to Najib, with copies to Rais.
Yee said he did not want to meet Rais on the parabolic dish issue because of past experience. Apart from that, Yee also brought up the issue of monopoly by satellite TV provider, Astro.
"You are allowing Astro to control and monopolise which is not the right thing to do.
It is also not the wishes of the rakyat, especially those in Sabah and Sarawak because of the geographic difficulties that we encounter due to the vastness.
Therefore satellite communication and satellite signal form a very important part of communication."
Yee said Najib is aware of the problems and promised to look into it.

Liputan jalur lebar di Sabah masih rendah

Timbalan Menteri Penerangan, Komunikasi dan Kebudayaan, Datuk Joseph Salang berkata penggunaan jalur lebar di Sabah masih rendah iaitu kurang daripada 35 peratus.
Oleh itu dengan pelancaran perkhidmatan P1, ia dapat menyumbang kepada pencapaian objektif kerajaan untuk mencapai sehingga 50 peratus perluasan jalur lebar di Sabah, katanya.
Perluasan jalur lebar di Malaysia telah mencapai sebanyak 63.95 peratus, manakala jumlah pengguna internet telah mencecah seramai 17.5 juta pengguna.
Beliau berkata, pelancaran perkhidmatan P1 di Sabah akan membantu meningkatkan perluasan jalur lebar di negeri ini dan ia akan membolehkan ramai orang di Sabah merasai pengalaman gaya hidup digital.
“Oleh itu, saya menyeru orang Sabah untuk memanfaatkan perkhidmatan jalur lebar,” katanya ketika merasmikan perkhidmatan Packet One Networks (Malaysia) Sdn Bhd (P1), di sini 12 September lalu.
Joseph berkata, beliau tidak merasakan masalah liputan sebagai isu sebenar kerana jumlah pengguna jalur lebar di Sabah masih rendah walaupun kualiti dan liputan sudah bertambah baik.
“Walaupun Sarawak lebih luas kawasannya dari Sabah, tetapi Sarawak mencatatkan jumlah pengguna jalur lebar yang tinggi dan sekarang sudah hampir mencapai 48 peratus.
“Maka, kita di peringkat kementerian melalui Suruhanjaya Komunikasi Multimedia Malaysia (SKMM) akan mengenalpasti kenapa penggunaan jalur lebar masih rendah di Sabah berbanding di tempat lain.
“Dengan pelancaran perkhidmatan P1 ini adalah diharapkan penggunaan jalur lebar di Sabah akan meningkat,” katanya.
Menurut Joseph, di Sabah mereka telah membuat tinjauan dengan operator telefon mengenai jumlah pengguna di Sabah yang menggunakan telefon pintar. Ia kerana telefon pintar juga mempunyai perkhidmatan internet dan ia lebih mudah dibawa ke mana-mana.
Katanya, bagi mencapai objektif yang ditetapkan di bawah Inisiatif Jalur Lebar Kebangsaan (NBI), pelbagai kempen kesedaran dan promosi jalur lebar telah dilaksanakan dengan skala yang besar.
Antaranya, inisiatif yang dilaksanakan termasuklah pusat jalur lebar komuniti seperti Pusat Internet 1Malaysia yang akan bertambah kepada 628 buah pada akhir tahun ini, kampung tanpa wayar 1Malaysia yang akan mencecah lebih 4,000 kampung pada akhir tahun dan Program Laptop 1Malaysia yang diagihkan kepada lebih satu juta kepada pelajar dan masyarakat di luar bandar.
Apabila ditanya mengenai pengharaman parabola, beliau berkata ia perlu dilihat dari segi undang-undang kerana tiada sebab untuk mengharamkan pengunaan parabola ini.
“Saya tidak rasa parabola dapat meningkatkan perluasan jalur lebar. Ia tidak berkaitan sama sekali.
“Ia telah diharamkan namun masih ramai orang yang telah menggunakan parabola di premis mereka.
Persoalannya di sini, kenapa ia dibenarkan berlaku? Saya tidak merasa ia sesuai digunakan untuk kita.
“Sudah ada ribuan parabola di Sabah dan Sarawak, persoalan di sini adakah mereka telah membuat permohonan lesen atau tidak?
“Saya cuma tertanya-tanya sama ada Timbalan Ketua Menteri Sabah telah berbincang mengenai isu berkenaan dengan Menteri Penerangan, Komunikasi dan Kebudayaan daripada bercakap isu berkenaan dengan pemberita,” katanya.
